Yes, in order to enable Reader to digitally sign, you still need to enable with Acrobat Pro or LiveCycle Reader Extensions.
Acrobat 11 has a number of improvements related to forms authoring. Two big ones related to how you set up the tab order for fields are worth the cost up the upgrade. You can now select multiple fields when reordering and turn off the automatic reordering that Acrobat does.
